Course Description
This is a course for public administration. It provides critical examination and understanding to some of the underlying concepts, characteristics, themes, hypotheses, and theoretical approaches to the study of public institutions and policies. It first offers the overall schematic view of public administration in terms of policymaking and the interaction between societal and environmental forces with the state. The decisions of the bureaucrats, politicians and experts, among others, are the key to understanding how state institutions function within their historically defined rules and procedurally embodied norms. On the other hand, the larger societal picture, both internal and external ones, needs to be taken seriously too as lobbying groups and other forces play crucial and even determining factors. Public administration and policies are executed not within a vacuum but located in contextual manners.
I expect students will participate in the discussions about current issues and public policies in the class. Your contribution is essential to the success of the course. Presentation groups will be formed to do their works in the class and subsequently the dialogue should provide an excellent forum for us to engage in an active mode of learning. Ideas can be tested; points will be made, and, above all, judgements will be formed. This will further cultivate a sense of intellectual dialogue within a productive and an encouraging environment.
